TARIFF FOR THE YEAR 2024
- REGISTRATION FEE AND ANNUAL CONTRIBUTION TARIFF
Article 24 of the Law No. 5174 and the 5th Article of the Regulations of Annual Contribution related to Registration Fee states that, “the fee which must be paid by the member during registration to the Chamber or to the Commodity Exchanges is referred as Registration Fee and annual contribution which is paid per year is referred as Annual Contribution”. Members are obliged to pay registration fee during registration and annual contribution for each year to the Chamber or Commodity Exchanges. Thus, registration fee and annual contribution are collected according to below stated capital and equity intervals.

- Chamber Registration Fees are collected in cash during registration.
- Annual Contribution is collected in two equal instalments in June and October.
- Members registered to more than one Chamber will pay half the amount of their stated registration fee and annual contribution if they can document the stated situation.
- SUPPLEMENTARY CONTRIBUTION TARIFF
Article 25 of Law No. 5174 and 6th Article of the Regulations of Determination and Payment of Annual Contribution related to Registration Fee states that, “The Supplementary Contribution will be collected by the Chambers at the rate of five per thousand over total of commercial revenue of real entities and industrialists that is shown in their income statements related to income tax and over the commercial balance-sheet profit of legal entities and industrialists that is shown in the statements related to the corporate tax per annum.”
- Supplementary contributions of those who are registered to more than one Chamber are paid by the member to the relevant Chambers in equal shares.
- Members in loss do not pay supplementary contribution for that year.
- Supplementary contribution of members who have more than one branch within the work areas, is calculated over commercial revenue or commercial balance-sheet profit which is basis of accrual for the corporate tax or over the revenue they earn from all offices.
- The additional fee to be paid by an enterprise with its branches and factories shall not exceed 10 times the gross amount of the monthly minimum wage applied for that year.
- Our members registered to more than one Chamber, must document and submit the other Chambers’ memberships to our Chamber. Thus, the supplementary contribution of the Chamber of Shipping will be accrued by dividing the amount to the documented and valid number of Chamber memberships.
- Supplementary contribution is collected in two equal instalments, in June and October.
- CHAMBER SERVICE FEE TO BE COLLECTED FROM TURKISH FLAGGED SHIPS
According to subparagraph (s) of Article 26 of Law No. 5174, “Common and international sector services to be provided to Turkish or foreign flagged ships” and to the rule “the fees for the services or certification should be collected by Chamber of Shipping from Turkish and foreign flagged ships in not more than fifteen days as of the service or certification” stated in the last paragraph;
Chamber Service Fee is collected from ships which enter to the ports and port area within activity field of our Chamber for Loading/Unloading, Transit Procedure or Repairs, Maintenance/Repairs, Survey, Supply and Waiting according to below listed GROSS TON range, according to Port Departure Document issued by Ministry of Transport and Infrastructure.

EXEMPTIONS AND EXCEPTIONS
- Chamber Service Fee is not collected for more than 12 voyages per port in a year from Turkish flagged passenger ships having ring touristic voyages and only carrying passengers.
- Chamber Service Fee is collected from passenger ships carrying only passenger and cruise ships at %50 rate of the above mentioned fees.
- Chamber Service Fee is not collected from ships giving school and educational services.
- Chamber Service Fee is not collected from fishing boats.
- Chamber Service Fee is not collected from ships come to port for crew change, given that they certify it by obtaining a letter from the Port Authorities affiliated to the Ministry of Transport and Infrastructure.
- Chamber Service Fee is not collected from yachts and recreational crafts to encourage yacht and sea tourism in our region.
- Chamber Service Fee is not collected from research and service-performing ships operated by the public institutions and organizations.
- For the exemptions and exceptions mentioned above; the document issued by the Ministry of Transport and Infrastructure is considered as basis.
- The Chamber Service Fee collected from Turkish flagged ships is paid in cash to our Chamber by themselves, their representatives or their agents within 15 (fifteen) days following the departure of the ship from the port.
- CHAMBER SERVICE FEE TO BE COLLECTED FROM FOREIGN FLAGGED SHIPS
According to the subparagraph (s) of the Article 26 of Law No. 5174, “Common and international sector services to be provided to the Turkish or foreign flagged ships” and to the rule “the fees in return for the services or affirmation collected by Chamber of Shipping from the Turkish and foreign flagged ships must be paid within fifteen days from the service or affirmation” stated in the last paragraph;
Chamber Service Fee is collected from ships which enter to the ports and port area within activity field of our Chamber for Loading/Unloading, Transit Procedure or Repairs, Maintenance/Repairs, Survey, Supply and Waiting according to below listed GROSS TON range, according to Port Departure Document issued by the Port Authorities affiliated to the Ministry of Transport and Infrastructure.

- FEE TARIFF OF CHAMBER SHARE FROM FREIGHT REVENUE
According to the last paragraph of article 25 of Law No. 5174, “Amount to be suggested by the Chamber’s Board of Directors and to be calculated according to the rate to be determined by the Chamber’s Assembly, shall be paid within 15 days after the departure of the ship from the port, by themselves, by their representatives or agents to Chamber of Shipping in the relevant port area or Chamber of Commerce or Chamber of Commerce and Industry in the locations where Chamber of Shipping is not available, over all freight revenues which the foreign flagged ships that are not registered in any Chamber in Turkey and Turkish flagged ships that are operated by real or legal entities that are located in a foreign country acquire from taking Cargo from or bringing Cargo to Turkish ports and from Cruise and Passenger ships over gross tonnage considering international application, provided that it will not exceed five per thousand and annual supplementary contribution maximum amount” Chamber Share Fee from Freight Revenue is collected.
- CONTAINER SHIPS
The Chamber’s Share Fee from the Freight Revenue is collected from the foreign flagged ships which take cargo from or bringing cargo to the Turkish ports and not registered in any Chamber in Turkey; and from the Turkish flagged ships operated by a real or legal person merchant residing in a foreign country,
- ‰ 5 (5 per thousand), not exceeding 600 USD, from freight revenue of cargo discharged
- ‰ 5 (5 per thousand), not exceeding 600 USD, from freight revenue of cargo loaded
- In case that both loading and discharging are realised in the same port, in the same voyage, maximum 900 USD (instead of 600+600) from the total freight revenue
- This tariff is also applied to Ro-Ro and other vessels that perform freight transportation on quantity basis.
- DRY CARGO, BULK SOLID CARGO AND BULK LIQUID CARGO SHIPS
The Chamber Share Fee from Freight Revenue is collected from the foreign flagged ships that take cargo from or bring cargo to Turkish ports and are not registered to any Chamber in Turkey and from the Turkish flagged ships operated or chartered by a real or legal person merchant resident in a foreign country, according to the Mt range of the cargo carried, as specified below.

In case both loading and unloading of the same ship are declared in the same port, on the same voyage and by the same agent, with the same tonnage weight, a discounted Chamber Share Fee from Freight Revenue is charged according to the Mt range of the cargo carried below.

In case the loading and unloading operations of the same vessel by the same agency in the same port of the same voyage are in different tonnage ranges, the discount amount will be applied by taking into account the higher tonnage range.

- GENERAL APPLICATION PRINCIPLES OF CHAMBER SHARE FEE FROM FREIGHT REVENUE
- In case there are more than one carrier in the same ship, each carrier’s (line’s) agency or representative should pay their freight share separately. This case is determined according to “by whom the bill of lading and freight invoice are prepared, and by whom the summary declaration is submitted to Customs”.
- Cargo carried from one foreign port to another foreign port by sea way is exempted from “Chamber share fee from freight revenue”. If deemed necessary, Mersin Chamber of Shipping may request a document certifying the transit cargo.
- Mersin Chamber of Shipping can ask for documents confirming the freight revenue declared by the shipping agency in the Freight Declaration Form.
- In case, any of more than one carrier has not declared or mis-declared total freight revenue and/or voyage information (such as discharging/charging port, ship and cargo information, manifest-bill of lading-freight invoice, etc.) in the “Freight Declaration Form” submitted to Mersin Chamber of Shipping, each carrier or line itself, agent or representative will have to pay maximum amounts stated in the Tariff.

- In case of demanding the above-registered documents in a foreign language, two times the fees in the tariff will be applied.
The tariffs to be implemented by Mersin Chamber of Shipping in 2024 were determined at the 60th meeting of our Executive Board in 05 December 2023 and adopted at the 16th meeting of Chamber’s Assembly in 19 December 2023.
